Scottish Certificate for Personal Licence Holders - Refresher This qualification is for those involved in the sale of alcohol in both on-sales and off-sales environments. It has been developed to make sure that licence holders comply with current alcohol legislation in Scotland. These standards are necessary because of changes in the law which makes them part of the licensed trade’s responsibility – i.e. a regulatory requirement – to help keep Scotland safer and healthier. The key areas are: • Introduction to licensing • Responsible operation of licensed premises • The effect of alcohol consumption on customers and your business Learners will need a qualification to support an application for a personal licence. This qualification is about showing learners understand how the licensing process works in Scotland, how people employed within the licensed trade can work responsibly and the consequences of this if they don’t. Employers will look for the relevant licensing qualifications when they are appointing new staff for the licensed trade. They also expect their existing staff to have these qualifications. Understanding and applying skills in these key areas are important because they help learners to work effectively in their present jobs and also prepare for jobs within the sector which they may do in future. Developing knowledge of licensing legislation helps them to deal with today’s rapidly changing world and improve their career prospects. The training delivery of this qualification should take a minimum of 3 hours by a tutor-led course or Highfield-approved e-learning package This qualification is assessed by a 40-question multiple-choice question examination. The duration of the examination is 1 hour. Successful learners must achieve a score of at least 28 out of 40. The distance learning course may be taken by learners over a period of days, weeks or months at times and locations that suit learners. TUTOR SUPPORT For the duration of the course all learners will have access to a course tutor who will be able to provide support so should learners have any questions or queries regarding any aspect of the course study material the course tutor will be able to assist. This can include clarification of any specific aspect of the course or licensing legislation more generally. Once the online learning package has been completed learners are able to sit the 40 question multiple choice examination remotely. Learners must have access to a laptop or desktop computer plus a smart phone in order to sit the examination remotely. Once the end of course examination has been completed the results are released straight away and a course certificate is issued immediately which may be used to apply to your local authority for a personal licence. Course information The licensing (Scotland) act 2005 states that anyone who authorises the sale of alcohol to the public must hold a personal license. If you wish to obtain a personal licence you need to apply to your local licensing board. You will be asked for a number of things to support your application; These include proof that you hold a licensing qualification such as the Scottish Certificate for Personal Licence Holders.
